Afghanistan in the past week
The flag of Taliban being raised under the name of Islamic Emirate in Qatar, and at the same time the escalated attacks of this group in Kabul and many other Afghan provinces are the most important issues of this week.
A number of analysts believe, that the opening of office in Qatar is a political game by Americans, because Taliban are incapable in the field of politics, however America has hired well trained individuals for negotiating Taliban by opening Taliban office in Qatar which is directly under the supervision of America, it has challenged Taliban.
Opening of Taliban office in Qatar, a political game by America!
After, the repeated insistent of Afghan government and America for reopening an address for Taliban, an office in Qatar with the sign and flag of Islamic Emirate of Taliban was opened, but just after a day because of intense response of karzai,s government, again through the leader ship of America the sign of Islamic Emirate was removed, and the flag of this group was raised half.
Taliban has become angry, and left Qatar office. However, they were always under great pressure of America, and refused negotiation with afghan government and supreme peace council, but it was seen, that America has got to an extremely dangerous game, and left the Taliban from both political and social views in failure situation.
America has given through this a clear message to the government of Afghanistan and northern alliance, and indicated that in case of necessity this country is capable to replace easily their enemies of yesterday in the current system, on the other hand, Taliban’s social and political dignity has got to question among their alliances by them, And attempted to take advantage from their political existence in front of them.
This news was the headline for domestic and foreign media in the past few days, and according to the importance of the subject, in the report, and current week analysis of center for strategic and regional studies in this regard also reflects the opinions of several politicians.
Wahid Mozhda aware of political affairs, in exclusive interview with center for strategic and regional studies involve in such opinion with the opening of Taliban office in Qatar.
Americans were dishonest in this issue and have already supplicatory wanted Taliban to come and open this office, until Taliban has accepted the offer. One of the motivations behind the agreement of opening Taliban office in Qatar was the exchange of captured. America wanted its troop with Taliban in the exchange of Taliban sex important group members in Guantanamo prison and it was a political game to search out privilege from Taliban. In fact, America has this politics that always puts the opponent in a State that is willing to give a rating. However, Taliban doesn’t have experience of negotiating, but America has well trained individuals in this field.
Doctor Fazlul Hadi “Wazin” aware of political issues and lecturer at Salam University says about the motivation behind creating Taliban office in Qatar, all charged sides in the issue of Afghanistan wanted that Taliban as posed side should have a specific address. Although, at the beginning America didn’t want so, but when they failed in the battle field they have satisfied.
According doctor Wazin, the flag and sing of Islamic Emirate is a technical problem and says it is not important, giving importance to the facts of Afghanistan where every day people are killed in war. He quoted one of High peace council member, there wasn’t mention the matter of name and flag in the agreement between America and Taliban, but the spokesman for Taliban says, in their agreement with the government of Qatar have already discussed the issue of flag and sign of Islamic Emirate.
Zubir “Shafiqi” believes that, when there isn’t the feel for negotiation by Afghans as solution to the crisis of the Nation, negotiation by foreigners intervention would not cooperate, because, foreigners play their game, however, Afghanistan is our country and we should decide our predestination by our own.
Wahid “Mozhda” says peace negotiation is not a simple issue. The obvious example is Vietnam talks, set a few weeks only talking for organization of the negotiating table, how it will done, in which manner and said the table should not be open area , have unite each other’s, where set the delegates and how the negotiation will be recorded….these were all the topics being agreed. But unfortunately, Taliban didn’t understand these issues; they thought winning the war is enough, thus, to achieve victory in the field of politics. The Afghans have always loosened victory in the field of politics and as well for recent situation. The Taliban must either close Qatar office, which is by itself a great worry, if they open this office, within their flag, and occur disagreement among them. In fact, America has stated Taliban in position, where in both cases they can use them, the only way for solution, is leaving the negotiation. As for as I am concerned, there isn’t any person in Qatar office and their flag is half raised, as لا اله الا الله محمد رسول الله باشد، is written on the flag and now raised half, indicates wrong meaning.
Dose the negotiation leads to the conclusion?
Mozhda added: in consideration to the Deben’s last night speech, he said Afghanistan government should send representatives; it seems this negotiation could not lead to a conclusion, because Taliban has refused talks with afghan government. Although, Taliban believe that America will never close this office; because this is the last chance of peace for them, if it doesn’t work, America will be forced to have a great number of troops in Afghanistan and will definitely receive escalated casualties in the fort coming years.
Regarding the consent of Taliban about U.S. military presence after 2014 Mozhda said: I personally talked closely to the Taliban, after recent negotiation of America with this group. They even don’t want any US troop in Afghanistan after 2014, and said the presence of foreign military forces violates peace, and had extremely rejected it. In my opinion, in fact it is a mentality from America and their intelligence sources.
Why negotiation and coincide intensifying armed attacks leads to a political culture?
Zubir “Shafiqi says, even though this is a common thought, but I think it is disgraceful. The parties to this conflict with this policy want to obtain privilege, but this method have already had negative effects on peace process, increased the spaces and if get the concession, so it will come to danger later.
Wahid “Mozhda” states that Taliban has said at the beginning, that this negotiation cannot hinder war however, usually in such negotiations posed sides for obtaining privileges, establish war and asserting their power.
Doctor “Wazin” says that, this is a technique where involved parties always escalate their military pressures in the phase of negotiation. But the fact is, now the country material wants Taliban, America and afghan government to decrease their onslaught attacks to create better field for dialog. So, this is proven in Afghanistan, who is dominant, who is recessive and there is no need for intensifying attacks.
Mozhda says in regard to the reaction of Islamic party of Afghanistan: Mr. Gulbuddin “Hekmatyar “in his speech extremely blamed Taliban and said: it was a great mistake by Taliban to negotiate Americans and Taliban should have the status of Islamic party of Afghanistan, first America should announce the date of leaving Afghanistan, than the Taliban should negotiate. Addressing Taliban he said: now you got stuck with this game and the conclusion of secret negotiation will be obvious later. In consideration to the recent video call of Hamid “Karzi” and Barack “Obama” both sides announced their preparation for negotiating Taliban. There is an expectancy, to restart peace talks and pave the way for a greater understanding of negotiation among Afghans. There is another better way pointed to by respected aware of political affairs, is the negotiation of Taliban with afghan government and High Peace Council to be done, and the last game of America in Qatar should wise the Taliban of political soberness, that better way to reach peace is to accept negotiation among Afghans.

I am optimistic about the opening of Taliban office in Qatar, because during the past few years it was seen that the process of peace without meeting and negotiating with Taliban leadership is impossible and now with the reopening of the office, the Taliban could address an independent talks with different faction. Before the opening of the office, as long as the government of Afghanistan led by Supreme peace Council wanted to talk with Taliban leaders, but there wasn’t assurance whether, the individual are really the leaders of Taliban or presented just with the dress of Taliban, and even in some cases with receiving privileges in the form of some representatives of the false Taliban they came and talked of Taliban points. The protests that name why Islamic Emirate and criticisms as other issues in my tacit is part. Now with reopening of the office, peace process moves toward positive side and this opportunity should not be ignored. In my opinion, those who are members of supreme peace council, they abuse this opportunity and even want not to end war and to be continued, because there interests are in danger.
In my personal opinion, in this important phase there should be a third group secretariat to organize peace negotiations, and this mediation group could not be consist of government and supreme peace council members, this group should be consist of academic and realistic persons, who prefer the interest of nation rather than their personal interest. In my point of view, a number of ten or fifteen committed and impartial persons who are able to do this work should be elected, and get the secretariat of peace process, and in my selection I propose the committed and work understanding people of Jameiat-e-Eslah_Afghanistan to fruitful this complex process and to get an effective conclusion and understanding.
